Daniel Ryan

Daniel is a skilled public law practitioner who has practised exclusively in government law at both the State and Commonwealth level since 2011. He regularly provides advice and representation across a various jurisdictions including the High Court of Australia, the Federal Court and State Courts.
Daniel has broad litigation experience with particular expertise in complex judicial review and merits review, novel matters of statutory interpretation, and taxation matters, at first instance and on appeal.
Daniel is an experienced leader who takes a client-focused and strategic approach to his work to achieve the best possible outcomes.
Daniel’s experience includes:
- Assisting the Solicitor-General of Australia, as Counsel Assisting, with:
- drafts of Opinions on complex questions of statutory construction, administrative law, and statutory construction.
- preparation for hearings in the strategic matters in which the Solicitor-General was briefed, including strategy conferences, research, preparation of speaking notes.
- the efficient operation of Chambers, including working extremely closely with instructing solicitors, liaising with various stakeholders, managing clearance of notices under s 78B of the Australian Judiciary Act 1903, and making recommendations regarding Solicitor-General involvement and intervention.
- Appearing as junior counsel to the Solicitor-General of Australia in:
- Private R v Cowan (2020) 271 CLR 316 (High Court)
- Holzinger v Attorney-General (Q) (2020) 5 QR 314 (QCA)).
- Conducting complex and significant proceedings including matters reported to the Office of Legal Services Coordination as ‘significant’, various pieces of test case litigation, and matters requiring coordination with the Office of General Counsel, the Office of International Law, the Chambers of the Solicitor-General, or across multiple stakeholder agencies.
